Department Mission
About the Department:
The Department of "Arts" was first established in 1998 as part of "Syrdariya" University, which was opened in 1998 in Zhetysay city, Zhetysay district, South Kazakhstan, now Turkistan region. The department was headed by Bori Isa, a cultural figure of the Republic of Kazakhstan. The "Fine Arts and Design" division was opened in 2000. The division was first headed by Kalmurat Zhenis, a member of the Artists' Union. In 2005, the "Fine Arts and Drawing" division was reorganized into the "Fine Arts and Design" department. The department was headed by Ph.D., Associate Professor Bolysbaev Daulethan. From 2008 to 2022, the department was reorganized into the "Arts and Design" department for training music and art labor teachers and design specialists based on the merger of the "Fine Arts and Design" departments with the "Music Education" department. The department was headed by Candidate of Pedagogical Sciences Kozhagulova Gulnar Yesenovna, Saparbayeva Uldanay Alibekovna.
In 2022, in connection with the relocation of Syrdariya University to Shymkent, it was named after Zh.A. Tashenev. Accordingly, the "Arts and Design" department was established, headed by senior lecturer, master Irina Stepanovna Kim.
From the 2023 academic year, it was called the "Arts and Music" department, and Candidate of Pedagogical Sciences, Associate Professor Balzhan Seidramanovna Tleubayeva was appointed as head of the department.
For the 2023-2024 academic year, the department had 31 faculty members.
Among them: candidates of sciences, associate professors – 6; doctors of philosophy (PhD) – 2; cultural figures of the Republic of Kazakhstan – 2; masters of science, senior lecturers – 12; masters of science, lecturers – 11 teachers. The basic education of the faculty members of the department corresponds to educational programs.
From the 2024-2025 academic year, the university became a joint-stock company, accordingly the university structure changed, the department was divided into two, "Music and Song" and "Design" departments.
The "Design" department is headed by Tleubayeva Balzhan Seidramanovna.
All classrooms of the "Design" department are equipped with appropriate methodological textbooks, visual aids, tools and furniture.
For the new academic year, the faculty of the department consists of 20 people. Among them: professor-1; candidates of science, associate professors – 4; doctors of philosophy (PhD) – 2; masters of science, senior lecturers – 9; masters of science, lecturers-4 teachers. The basic education of the faculty members of the department corresponds to educational programs.

Educational Programs
6В02101-"Design", 6B02111 - "Fashion Industry"
The purpose of the educational programs is to train a new generation of highly qualified, socially responsible specialists in the fashion industry and design, capable of custom-making competitive clothing designs and experimental fashion in mass production conditions, with professional, creative and personal competencies in accordance with the needs of innovative development.
Students learn to analyze competitors' activities and choose product promotion strategies. They conduct market research, learn to identify target audiences, and work in collaboration with designers and marketers. The curriculum includes subjects such as brand management in the fashion industry, advertising projects in the fashion industry, creative thinking in the fashion industry, fashion sociology, financial management and marketing, business practices in the fashion industry.
Professional Activity Areas:
- mass and creative costume design - design for mass and individual clothing production;
- clothing design and modeling - creating design options for author's costume design;
- costume graphics and digital technologies in costume design - developing author's sketches using computer programs (Adobe Photoshop, Adobe Illustrator, etc.);
- classic sewing production technology and innovative processing methods - developing technological maps of author's products;
- costume formation and modern 3D clothing projects - developing volumetric costume forms and creating clothing layouts;
- individual style and image - developing client style and image;
- color in costume and color scheme of costume series – creating commercial color schemes in individual design collections;
- fashion and beauty service - history of fashion and beauty industry development
- creative thinking in fashion industry - design thinking as a new vision in the fashion industry
- clothing customization and personalization - creating author's style by order of individual clients

The faculty of the department has developed several textbooks, educational and methodological manuals, educational and methodological complexes based on credit technology (syllabus), methodological guidelines for disciplines, collections of lectures, texts of IWS and electronic textbooks, etc.
The team of the "Design" department is working tirelessly to train qualified specialists working in the field of public education, design, culture of the Republic of Kazakhstan, as well as future artists. The faculty of the department is engaged in creative work and are laureates of various levels of republican, international, and regional festivals.
The faculty of the department actively participates and contributes to all events held at the faculty, university, and district levels.
